A DELAY in getting approval for designs of the tram bridge over Russell Road was one of the issues which rang alarm bells before the construction contract was signed, the inquiry heard.

Colin Mackenzie said the delay was thought to cost around £2 million – and only £3.3m had been allowed for design risk for the whole project.

The contract meant that the cost of any such delays would have to be borne by TIE and the council.
