John McLellan: After school outrage, is it time to tackle bad bikers?

It's very, very hard to understand what goes through the mind of people who decide to ride their motorbikes though a primary school playground at home time while doing wheelies and gesticulating at the parents and children.

I’d usually argue that education is the key to tackling anti-social behaviour, but even the most alienated or just badly brought-up individual surely understands how utterly desperate is the sort of behaviour witnessed at Craigentinny Primary this week.

Whatever the reason, the increasing use of motorbikes to threaten other people’s safety is a new phenomenon and the increasing incidence of bike-related crime makes me wonder whether it’s time for the UK Government to take a new approach to motorbike licences.
