Plans have been submitted to turn an Edinburgh barber shop into a new Chinese and Pan-Asian fast food restaurant.

The proposals for 14 South Clerk Street were submitted by Chop Wok Express on April 9 for a change of use from Class 1A (Hairdresser) to Class 3 (Food & Drink).

The proposed change of use would see internal alterations and changes to the shopfront carried out at the former Metro barbers shop, next to the Pappa Johns pizza takeaway, which will be a Chop & Wok Express. The building is C-listed and located in a conservation area.

In the planning documents, the applicant’s agent, Windsor & Patania Architecture and Developments, said: “The proposed change of use alongside the internal alterations, has been designed sensitively to ensure there is no adverse impact on the Category C-listed building or the surrounding conservation area.

“The proposed works are entirely internal and will not affect the building’s external appearance or key historic features.

“The reuse of the unit contributes to the vitality and viability of the area and aligns with key policies set out in the Scottish Planning Policy (SPP) and local development plan—particularly those promoting town centre uses, sustainable economic growth, and the protection of heritage assets.

“The proposal demonstrates a sustainable approach to the stewardship of the historic environment, maintaining the significance of the building while allowing for a viable new use.

“The proposal is considered appropriate in terms of scale, use, and context, and we respectfully request that the application be supported.”

This change of use application will now be decided upon by the City of Edinburgh Council’s planning department, with the application so far receiving no comments on the online planning portal.
