The driver, who was stopped in Broxburn, has been hit with a bill to cover costs for the recovery vehicle after refusing to cooperate with police.

A police spokesman said: “The driver was a provisional licence holder, was not supervised and will be reported to the Procurator Fiscal.

"The vehicle was seized and further costs levied for the recovery as they refused to provide officers with the vehicle keys.”
