Mark Turley, director of the city council’s services for communities department, said: “Following the ground- breaking ceremony in January, the main ground works, roof and external structure of the building have been completed.

“Contractors are now progressing the remaining internal work, with progress on schedule for the building to be complete in November 2011.

“The new building is due to open in early 2012 once the interior has been fitted.”

Officials hope that the new development will be able to achieve a “very good” award for its environmental performance.
