Work will soon begin on the Jenners building, where the department store will be restored, with a hotel built into the uppers levels, and a roof top bar installed.
The store hit the news in recent months after former tenant Mike Ashley removed the historic sign from the outside of the building, causing the city council to order its return.
Mr Povlsen is one of 10 billionaires on the Scottish Rich List, who are among a record-breaking 171 billionaires in the UK recorded this year.
Also on the list is Harry Potter author JK Rowling, reaching number 11.
