Russian officials have insisted an air strike on Odesa – less than a day after Russia and Ukraine signed an agreement on resuming grain shipments from the port – had hit only military targets.
The Ministry of Defence (MoD) have said that it is likely that more than a quarter of units committed to combat in Ukraine have been rendered combat ineffective.
